Cosmetics & Toiletries
Products are determined to be either "cosmetics" or "therapeutic goods" based on two factors: the composition of the product and the proposed use of the product. It is also important to consider the context in which the product is marketed. Health claims indicate that the product is a therapeutic good and cannot be made for a product marketed as a cosmetic in Australia.
In Australia, all ingredients must be known and entered on the Australian Inventory of Chemical Substances Database (AICS), and the labelling must have full ingredient disclosure. All importers of cosmetics are now required to be registered with NICNAS. All information needed to allow cosmetics to be sold in Australia can be found on the National Industrial Chemical Notification and Assessment Scheme (NICNAS) website and we can help you with advice or assistance. .
A similar system exists in New Zealand with the Environmental Risk Management Authority (ERMA).
